Dr. Ethel Agnes P. Valenzuela is currently the Deputy Director for Programme and Development of the Southeast Asian Ministers of Education Organization Secretariat (SEAMES). Prior to her current post, Dr. Valenzuela served as the Head/Senior Specialist of the Educational Research and Innovation Office of SEAMEO INNOTECH from 2006 to 2015. She is also a Senior Professorial Lecturer at the University of the Philippines Diliman College of Education and a panel member for the Commission on Higher Education (CHED) Technical Panel on Distance Education.
As a prolific writer and researcher, Dr. Valenzuela was able to publish articles, guidelines, journals, and technical reports both internationally and locally for various institutions such as CHED, Department of Education (DepED), Southeast Asian Ministers of Education Organization (SEAMEO), United Nations Children’s Fund (UNICEF), and United Nations Educational, Scientific and Cultural Organization (UNESCO). Most notably, she wrote "Philippine Education" in the International Encyclopedia of Education published under Elsevier London. Her leadership brought SEAMEO INNOTECH's research projects to fruition such as with the K to 12 International Comparability Study with Brunei Darussalam, Malaysia and Singapore; Teaching Competency Standards in Eleven SEAMEO States; Decentralization in Educational Management in Southeast Asian Countries; and Multigrade Teaching Audit in Eleven SEAMEO countries.
Dr. Valenzuela holds a Doctor of Education degree in Educational Management from the De La Salle University. She will serve as the plenary speaker for the 2nd plenary session on Open Education: Country Cases at the 5th National Conference on Open and Distance eLearning (NCODeL) to be held on 22-23 November 2017 at Crowne Plaza Manila Galleria, Manila, Philippines.
