Dr. Grace Javier Alfonso is a Professor and Former Chancellor of the University of the Philippines Open University (UPOU) , Executive Director of UPTV and Secretary General of the Asian Association of Open Universities (AAOU). She earned her PhD in Communication in 1990, her MA in the Humanities (Art History) in 1980, and her Bachelor of Fine Arts in 1972, all from the University of the Philippines.

Dr. Alfonso witnessed the evolution of distance learning in the Philippines from the birth of UPOU in 1995 when she was then the Dean of the Diliman School for Distance Education. She became the Director of UPOU's Audio-Video Teaching and Learning Laboratory in 1999, and the Director of the Multimedia Center in 2004 until she was appointed Chancellor in 2007. Dr. Alfonso has served three terms as Chancellor of the UPOU from 2007-2016.

Dr. Alfonso is also a multi-talented artist excelling in various media. She is a painter, and a sculptor, a filmmaker, director, film researcher and critic, and an expert in multimedia. She has been bestowed numerous awards and distinctions, some of which are the 2013 Concepcion D. Dadulfalza Award for Distinguished Achievement, the title UP Artist I for 2009 to 2011; 2012-2014; and UP Artist II for 2015 – 2017.

Dr. Alfonso will be the plenary speaker for the 1st plenary session on Open Educational Practices at the 5th National Conference on Open and Distance eLearning (NCODEL) to be held on 22-23 November 2017 at Crowne Plaza Manila Galleria, Manila, Philippines.
